Harvey Leonard Foster, 91, known as Duke, to many friends, passed away peacefully, Thursday, September 22, 2022. He was a lifelong resident of Ocean County. Upon completion of Toms River High School, he served in the U.S. Navy Air Reserve aboard Navy blimps and in Naval Special Projects until 1958.
Upon completion, he owned and operated a commercial fishing boat for many years until he entered and completed the Ocean County Police Academy, having joined the Ocean County
Sheriff's Department. After a distinguished career, he retired as a Captain of the Sheriff's Department Criminal Investigative Unit in 1994.
He was a life member of P.B.A. local 258, having attained a silver life membership, and a past president of the Fraternal Order of Police, lodge 10. He was a member of the Harmony
Lodge10, of the F& A Masons and a former member of the Bayville First Aid Squad.
He is predeceased by his loving wife Margaret of 46 years and his son Joseph. He is further predeceased by his sister, Mary Battel of Bayville. He is survived by his son Ernest Foster,
Lanoka Harbor, and four daughters Leigh McElroy, Lanoka Harbor, Bobbie Dawn Riggle, Tennessee, Debra Dreher, Bayville, and Margaret Foster of Pine Beach. Duke further had
eleven grandchildren and 8 great grandchildren.
